The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from across the border, a capacity enabled by up-to-date information. From vantage locations, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its target.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from thinking that the situation will not change more in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
